You could try Paint Shop Pro...only that you should know how large artwork (in pixels/inches/centimeters) you'd like to print...
You can download fully functional shareware version of program but I've noticed that you can use it also after the 30-day evalution period...just dont click order-button =)
here's link to it: <A HREF="http://www.jasc.com/download_4.asp?" Just adding to my previous post that PSP is just a tool to create and change graphics...it's not actually created to design video covers...but you can make PSP to do so... :)

Adobe Photoshop is by far the best program for ANY type of graphics creation or printing (although Adobe makes other programs that specialize in one particular thing: printing, web pages, video, etc.). The only problem is the price of it: $599 for the full version.
Paint Shop Pro With Animation Shop is decent, but it's not as feature-packed and thorough as Photoshop. Pro:...it's "only" $99 compared to Photoshop's $599. Link: http://www.jasc.com . Con: it doesn't let you create specific covers for VHS boxes (or CD-R jewel cases, for that matter).
MultiCoverPrint is a good, versitile tool that lets you make VHS, CD, or DVD covers with relative ease. Bad point: you can't create the initial artwork for it; you must have a jpg or gif already created. Good point: this prog is absolutely free the link above.
You can also find several other "all-in-one" printing or desktop publishing software titles on sale at your local computer store. Most are adequate, but you may find their features to basic or limiting for your needs.

Also look at PauseRecord's Tape Covers and CDR Cover Resources page: http://www.pauserecord.com/resources/tapecovers.html
