No...... even with a broadcast standard conversion quality is always lost. There are 2 main reasons;
1. PAL is a higher resolution format than NTSC
2. Because of their different structures the process of changing that structure always adds degradation, particularly on scenes with a lot of motion.
You are best off getting a DVD player and a TV/monitor that will work with PAL without conversion. That way you get the benefit of PAL's higher resolution pictures.
