I know this was a year old and that the uploader selects whether or not the video is restricted. I was saying in the other comment that he may have added the restriction due to the language or possibly to keep the video from being downloaded. When you put a login requirement on a video, that usually blocks the video from being downloaded using third party apps that let you grab them.
